Parent Instruction for Attendance Appeal

The Berkeley County School District considers applications for attendance appeals for students that reside in Berkeley County and have a valid reason to request a transfer. Students are expected to attend school at the school they are zoned to attend based on their residence except for extenuating situations which the Chief Administrative Officer or the Berkeley County School Board deem in the best interest of the student and school.

The process for appeals is as follows:

  • Application Submission:

    Parents/guardians requesting an attendance appeal can use this form to submit applications or mail printed applications to:

Conditions of Approval:

  • Parents and/or legal guardians must be residents of Berkeley County
  • Students must complete the entire enrollment process in the school they are zoned to attend prior to an appeal being reviewed.
  • Class size in a given grade, in a given year, in a specific school, may prevent any placements including siblings.
  • If approved for an attendance appeal, there is no transportation provided to or from school for any students. You will need to make sure your child is at school on time.
  • Please note, a student’s approval may be REVOKED by the superintendent or the superintendent’s designee for any reason including, but not limited to, repeated tardiness and/or other irregularities of attendance, repeated early sign outs, and/or repeated consequential violations of the discipline code. Additionally, you must attend parent-student conferences as requested.
  • Please note, we do not have Attendance Appeals for the 3K or 4K programs due to this being a federally funded program. We are not accepting any Attendance Appeals at this time for Cane Bay Elementary School or Cane Bay Middle School or Howe Hall AIMS.
  • If you need assistance with the 3K Program (Head Start), please contact the Head Start supervisor at 843-899-5043. She will be able to assist you with any questions and or concerns you may have.
  • If you need assistance with transferring schools for the 4K Program (CERDEP), please contact the CERDEP supervisor at 843-899-8706. She will be able to assist you with any questions and or concerns you may have.

Request for an attendance appeal must be made annually, and forms should be completed at least 30 days prior to the first day students return to school. Please note the Important Information listed below. Return all applications to the Chief Administrative Officer.
